The National Union of Peoples’ Lawyers is a nationwide voluntary association of human rights lawyers in the Philippines, committed to the defense, protection, and promotion of human rights, especially of the poor and the oppressed.

The National Union of Peoples’ Lawyers (NUPL) mourns the loss of Atty. Emilio “Patô” Paña, a dedicated member of the Union of Peoples’ Lawyers in Mindanao (UPLM) and NUPL, who passed away at the young age of 54 due to a fatal stroke.

Atty. Emil leaves behind a legacy of championing the rights of marginalized and oppressed sectors in the SOCKSARGEN region. He provided legal representation for numerous agricultural and industrial workers in large plantations and manufacturing firms, as well as for peasant leaders and indigenous peoples. Once, he rushed to the aid of unlawfully detained rights defenders during a police-military operation, traveling through the night from his home in South Cotabato to General Santos City. He selflessly utilized his own resources to assist his clients and, as a farmer, generously shared his produce with those in need.

Atty. Emil will also be remembered as a passionate traveler and gentle soul who deeply valued the cultural heritage of diverse peoples and advocated for empathy and understanding toward the struggles of others.

We extend our deepest condolences to his family, friends, clients, and all who were inspired by his kindness.

Paalam at salamat, Atty. Emil! Rest in power!

We therefore call on the people to treat this ruling as a mandate to insist on a press that can report and publish without fear of being taken down, and on a citizenry free to seek, receive, and impart information and ideas across all frontiers. A democracy worthy of the name rests on people who are able to think, speak, debate, and dissent—with journalists and communities prepared to resist censorship and repression whenever they appear, online or offline.
