The National Union of Peoples’ Lawyers is a nationwide voluntary association of human rights lawyers in the Philippines, committed to the defense, protection, and promotion of human rights, especially of the poor and the oppressed.

The National Union of Peoples’ Lawyers (NUPL) mourns the loss of Atty. Emilio “Patô” Paña, a dedicated member of the Union of Peoples’ Lawyers in Mindanao (UPLM) and NUPL, who passed away at the young age of 54 due to a fatal stroke.

Atty. Emil leaves behind a legacy of championing the rights of marginalized and oppressed sectors in the SOCKSARGEN region. He provided legal representation for numerous agricultural and industrial workers in large plantations and manufacturing firms, as well as for peasant leaders and indigenous peoples. Once, he rushed to the aid of unlawfully detained rights defenders during a police-military operation, traveling through the night from his home in South Cotabato to General Santos City. He selflessly utilized his own resources to assist his clients and, as a farmer, generously shared his produce with those in need.

Atty. Emil will also be remembered as a passionate traveler and gentle soul who deeply valued the cultural heritage of diverse peoples and advocated for empathy and understanding toward the struggles of others.

We extend our deepest condolences to his family, friends, clients, and all who were inspired by his kindness.

Paalam at salamat, Atty. Emil! Rest in power!

We Will Not Fall for the Lies: On the Toboso Killings and the Military’s Pattern of IHL Violations

We call for a truly independent investigation into the April 19 killings in Toboso with full and unimpeded access for humanitarian workers, independent human rights experts, and the families of the dead. We call for accountability — not just for those who pulled the trigger, but for those who ordered, tolerated, and concealed the killings. We call on the international community to monitor this case closely, as it is not an isolated incident but part of a continuing pattern of IHL violations across the Philippine countryside.

DEFEND WOMEN’S DIGNITY, FIGHT MISOGYNY, AND RESIST ALL FORMS OF ABUSE AND OPPRESSION

There can be no genuine equality while women remain targets of abuse, exploitation, and contempt, and while poor and working women continue to suffer the combined violence of patriarchy and economic oppression. To defend women’s rights is to fight misogyny in all its forms, demand accountability from those who perpetuate it, and challenge the social order that keeps women vulnerable, silenced, and exploited.

NUPL seeks amparo and habeas data protection for Negros people’s lawyer and PDG members; flags continuing threats vs. Isabela people’s lawyer despite existing protective writs

NUPL urged the Supreme Court to consider safeguards that protect lawyers and litigants and keep court processes safe, including convening a dialogue on effective protective mechanisms, issuing guidance when red-tagging and guilt-by-association narratives surface in court proceedings, and adopting clear protocols for responding to credible threats against counsel.
